iTunes - Missing Applications Icon?

After my 3rd restore now, I seem to be missing my Applications icon under the Library option in iTunes. When I look at my iPhone Application syncing options, I see all my applications, but there is no Applications folder under Library.

This happen for anyone else? Any idea how I get it back?

The Apps folder is empty

So I added the Apps folder using the directions above (that helped) but now the folder is empty. I'm using Windows 7 and store my iTunes library on my C: drive rather than in the My Docs folder. Any ideas?
