Sims 2 - why isn't there an option to throw a party?

I want my Sim to throw a party but when he picks up the phone there's no option that says "throw a party". He knows alot of other Sims so what could be the reason for this?

You may want to look at what time of day it is in the game. If it is in the middle of the night (or at least after midnight and before 7 a.m.), I don't believe it gives you the option to throw a party, since you would be calling the other Sims too late and waking them up.
