Cydia Problems.. Help !!

I cant seem to get this damn Cydia to install anything on to the phone. The progress bar just gets stuck and after a while I get a pop up sayin "PSIOX Operation Timed Out"


Can someone tell me how to resolve this issue?
 
is restoring the only way? but why it became like this?
it shows "Error: POSIX: Operation timed out"
any other advice?
