So, if I bought a 3g from an apple store could I then take it to att to get activated? Also, how much would the apple store charge me?

You must activate it at the Apple store. ANY OTHER inquiries regarding the ACCOUNT I suggest you deal with it at the AT&T Store or call 611 (customer service). Any issues regarding the phone itself - go to the Apple Store.
