Any idea how to set up netshare on windows

my brother just bought the netshare app but the instructions are only for mac, any idea how to set it up for windows,
 
setup an adhoc wireless network to connect the laptop to the phone, then follow the instructions to configure the iPhone. you may need to setup proxy settings for the browser as well
 
I'm still having problems so I'm going to do some research on the Internet to see what I found. Thanks for the help anyways
