Are there any tracking apps on the iphone at all?

Without having to jailbreak the iphone.

Also can i jailbreak my iphone if i am running an iphone 3g from uk off ebay on an o2 sim card that isnt an iphone tarriff?

So i am running an iphone 3g uk with my old o2 sim card in it.
