i'm taking my iphone 3g back to apple due to some cosmetic defects this week, i was wondering will my purchased apps still be available to upload to my new iphone if apple does indeed swap my phone for a new one?

They should remain on your computer if you synced them all to it, but purchased apps are also free to re-download if you didn't.
 
Any device that is associated and sync'd to the iTunes library that holds the Apps will deliver them to your new iphone.

Its just like music or anything else purchased... you authorise the computer and anything syncing to that library automatically gets the protected content.
