Do you mean make it faster or slower?
Try Sysyem Preferences - Keyboard & Mouse - Mouse - Tracking Speed.
If you have a really large screen (dual monitors) and you find maximum too slow then I recommend MouseZoom (http://www.versiontracker.com/dyn/moreinfo/macosx/12205) on VersionTracker.com only 142k:)

Perhaps you do mean acceleration.

My mac does not have acceleration, it has variable speed settings but it is linear, proportional to hand movement.
If you are trying to turn off acceleration then it must be a third party modification.

Kensington mice use their own accelaration. To set those up, you must hace the mouseworks preference pane installed.
