My question is...if Mobile Me is replacing .mac if I sign up for Mobile Me will it allow me to create a website like .mac did? :confused: Thanks for your help in advance!

Yes.

You can still use iWeb 08 to publish your site directly to MobileMe.

It'll be available at web.me.com/yourname or web.mac.com/yourname

You can also use your own domain (e.g. www.yourname.com) if you pay for it.
