Why does it seem like I can't send someone a Private Message (PM) when they're offline. Is that on purpose?

Seeming is not believing...

Most likely, the person you are trying to PM has PMs disabled, and being offline is just coincidental.

As CanadaRAM said, they have chosen not to receive PMs (it's an option in your User CP).

The fact that they're offline is unrelated.

I believe the issue is the fact that PMs are disabled by default for all new members with less than 5 posts. I am not sure if this affects the ability for them to recieve messages.

I'll try and find out.

Edit: It is indeed the case that it is not possible to send PMs to members with less than 5 posts. This is a direct result of changes made recently to avoid the PM system being abused by spambots/spammers.

Thank you very much xUKHCx! That helped me a lot. I guess I'll just wait until he posts 4 more times. Wait, is it possible for moderators to PM users with less than 5 posts, or does it apply to everybody?

I have no idea of what MR looks like from a moderator's perspective, but I would assume that they do, figuring a PM is sent to the user when they receive an infraction. When I received an infraction, a PM was immediately sent to my inbox from the mod that gave me the infraction point with what appeared to be a generic post that is sent to all people that receive an infraction of that sort. So I am tempted to say that a mod can, but I am not entirely sure.
