So I'll be moving into a college dorm soon, and i have a Dell Ultrasharp 2408WFP that I would like to double as a TV if possible. I assume I'll need some sort of box between the coaxil from the wall and the either DVI HDMI VGA Component or Composite inputs that the Dell monitor has. Suggestions?

I use this (http://www.newegg.com/Product/Product.aspx?Item=N82E16815100126) in my dorm room. It connects to your monitor's vga port. The picture quality isn't the best, but its good enough for me.

Yikes $150? I was hoping I could pick up a cheap one for like 50-80. Or at least <100. Thanks for the info though.

How about getting an Elgato EyeTV tv tuner for your Mac?
Or... if you were in the UK, I would suggest getting a Freeview box, and plugging into the component connection on the 2408. I'm sure you can find some kind of solution though, maybe a similar kind of box exists in the US?
I don't know a lot about this kind of thing! :o
