Does anyone know if possible and then how to make playlists directly on my iPhone?
With my old iPod there was the On The Go playlist feature ... does anything like that exist on iPhone too?

In the Playlist section, the first playlist is On-the-go.
Once you click this, it will say "Add songs to the On-The-Go playlist" then you can browse your iPod like usual (by Playlist, Artist, Songs, etc). Add each item by clicking the blue plus sign and click Done.

Is there any way to prevent an "On-The-Go" Playlist from being erased after syncing??

Is it deleting the songs from the on-the-go playlist or is it creating a new playlist with the songs after you sync it?

I have an iPhone that automatically syncs with iTunes. When I use an on-the-go playlist on my iPhone and then sync it, it removes the songs from the On-the-go playlist and adds them to a new playlist

It's erasing the songs from the On-The-Go Playlist on the iPhone every time it syncs and my On-The-Go Playlist does not appear in iTunes.
