3 g coverage in ocean city,nj

I have found excellent coverage in ocean city, thru Atlantic city, margate and ventnor, nj. Most places I have full bars- no drops at all. But the data is absolutely terrible- often with nothing at all, despite full bars which is puzzling. In Atlantic city both edge and daa seem to be excellent.

Any plausable explanation for this? Any similar experiences out there?

Correction to above- in Atlantic city both voice and data for 3g seem to work fine.
