Is there a quick way to get back to the top/address bar in Safari from the bottom of a long page? In fact, is there a quick way to scroll through long pages in any app besides just repeated flicking?

Um, you can't see the address bar if your at the bottom of a page.
HOWEVER!
On my iPod, I believe if you just tap the top of the screen, it will bring you to the top.
Try that.

You double tap the top of the screen. Likewise a simple tap at the bottom will scroll down one page.
