If I were to buy a refurbished iPhone, does it come with the older, cheaper monthly plan compared to the current one for the 3G? Or should I just get the 3G?

You can't buy 2G refurbs.

you can only buy the first gen phone used. (ebay, craigslist etc)
You will get the cheaper price plan for that phone. ($20 for internet + 200 text)
