please help

i was installing an app but it wasn't installing right so i shut it off and turned it back on but when i turned it back on it stayed on the apple logo screen for a long time so i reset it (held down home and sleep/wake) and it did the same thing. do i have to restore or is there a way to get past this

As for your problem, yes; your iPod is in Recovery Mode and will not function until your iPod is restored.
