You'd probably have to get in touch with their marketing team.
Frankly, I think the kid who made that wonderful video for the iPhone and randomly got discovered via YouTube was lucky. Talented, but lucky all the same.

I am not sure they'll even listen to you though you'll never know unless you try.

Get famous elsewhere? That's what a couple of people I know did before they were contacted by Apple.

It's not a great answer :p , but it's how I know it happened.
