iTunes Wifi Music store

I think that the itunes wifi music store is messed up on the iPhone when I buy a song sometimes it does not download or does not show album artwork will 2.1 fix this??
and how do I get my money back from the itunes store for those songs that did download !

Sync with iTunes. Check for Purchases. When you get your receipt, and it is for something that didn't download, then contact Apple.
