How do I port iPhoto to another user/computer?

I would like to move all the photos to a new user, but I'm not sure whether you can just copy-paste the iphoto library app in the user's photo folder. I still want to retain the adjustments I've made to countless photos and I still want to be able to revert back to the original.

Is that possible?
