Depends on what kind of site you're looking at creating.

If it's a serious (and i mean serious) site, then buy web hosting and learn how to code and program a website and design, itherwise use freewebs.com or something. :)

A good webhost that serves both standard domains and subdomains is 000webhost.com (http://www.000webhost.com). Or you can use iWeb and MobileMe, which works well for those new to web design.
