Parent directory access

I'm new here....would really appreciate some help....

How can I create a login on a homepage that will allow the site admins to login and view the parent directory securely and access the files on the server?

I've read about creating a database and then a login form in Dreamweaver but I'm not quite sure I'm doing it right...
