If this picture is what I think it is (picture of a speaker with little squares underneath it), then it isn't a bug at all and I wish people would do a search before posting it yet again.

It's there for when the iPod is connected to a universal dock and also for the 2nd gen touch when using the volume buttons on the side. There's merely also ways to get it to appear without either of those things, though.
