is there any app that allow you to video chat?

i know it doesn sound good since we've got camera on the back of the screen, but how's video chatting with the other person who's on computer with webcam?
so it's like person who's on the computer can't see me but i can see that person from my iphone. Possible?

could sound that way in different point of view, i agree...but not all people are using webcams for creepy reasons
samsung has a phone that has video call fucntion with the camera placed on the front tho..
just thinking it could be nice if i could video chat with my friend in different country..
