So I have the iphone 3g and I would like to know is how to rename a photo library in the photos on the iphone.

Technically you cannot do this right on the phone. You can import the photos you've taken into iPhoto and then basically create the library there. Re-sync and tell iTunes to add that library. I have a library for wallpaper and then one for just contact pics etc.
There's lots you can't do right on the phone. IE: Create a new folder to move mail to.
