Can't be done within the current limitations of the SDK unless you want to keep the app open in the foreground all the time.
It would be possible with a RSS reader that has it's own server architecture like Newsgator to implement such functionality once Apple releases it's push notification service. It may also be possible for apps that sync with Google Reader but I think that would require addition's to Google's API for it to work.
