is there anywhere within cydia (a source anything) to download the latest version (or atleast a working version for 2.2) of snes4iphone emulator?

Not yet. Only the current beta version supports 2.2 at the moment and its available to beta testers only. The only way you can become one is by donation. Have a look around in their forums. (http://www.zodttd.com/boards/index.php?showforum=20) You'll be able to find the latest information there.
