Why did they omit HD from the name? Doesn't the spec support HD and Beyond? is it a licensing issue? Since it is using display port and not DVI or HDMI? are displays not allowed to use HD if it doesn't have those ports?

To distinguish from the old model. That's it. Nothing legal. There is no law prohibiting calling something HD.

is it a HD monitor? doesn't say it is.

Yes, it is a "High Definition" monitor.
