I have a 32" Vizio and I want some better sound. What are my options? Do I need to get a receiver? Maybe there are just some speakers I could plug into it.

What is your actual audio source here? DVD? Blu-Ray? HD Cable Box? Other?

Get a receiver with 5.1 or 7.1 optical input and speakers to go with it.

on the back of the tv it says audio out, optical. anything i could just plug into that?

You mean besides a receiver? :p

Nothing else that will really help solve your problem. If you want something slightly simpler, any speaker set that can directly take an optical input would be fine also, although in essence one of the units in the set must be functioning as a receiver anyways.

You're gonna need a 7.1 receiver with HDMI in order to get the full 7.1 sound out of the PS3. Optical only does up to 5.1.

Buy yourself a decent receiver, and then start adding good speakers. Everyone has a different idea of what order to add them in, but I'd say get your right, left, and center channel speakers first. Then add a subwoofer. Then build out the other 2 or 4. Or, just blow a wad of cash and do it all at the same time :D

If you are looking for something simple, try a soundbar. (Just go to Amazon and search for soundbar, maybe look at Samsung's). Use HDMI for the best audio, if your devices have it.

Optical only does up to 5.1.

Toslink optical (and coax) can deliver up to 7.1 in compressed (i.e., lossy) digital audio. For uncompressed (e.g., DTS-HD or True-HD) you need HDMI or DisplayPort.
