how do i create multi frame effect ???

hey ... well i read one of the posts about how to create the 24 serial effect using the multi frame effect... and its possible with FCE ... buttt heres my problem i can do that on my mac ... does anyone know how to create the same effect using a windows computer ?? any particular software .... plzz help ... thnks alot ..

At cost look into Adobe Premiere Pro or Premiere Elements (Elements is cheaper).

Other options include Vegas and Vegas studio which is cheaper, but in my personal opinion not as great. Both versions of Premiere have higher amounts of possibilities and an easy learning curve, obviously only my opinion however.

Might i suggest that there are student, and business editions available not to mention looking at legitimate second hand copies.
