Can I downgrade my baseband from 02.11.07 to 1.45.00?

Not at the present time, no.

Just make sure not to go up to the new 02.28.00, though, and you will be in a much better position.

There is a method to do it, but it is not yet released. Reasons for that is that according to the Dev Team, it is a bit dangerous and its release can hinder the soft unlock.
