Yes, but on Altivec-enhanced applications the PowerBook will be faster. It breaks down to what you're going to do with the machine.

The PowerBook has an 8MB ATI Rage 128, whereas the iBook has a 16MB ATI Mobility Radeon. The major difference between these running OS X is that the Radeon will be able to use Quartz Extreme, which significantly improves UI performance.

The PowerBook has a DVD Drive, and the iBook can either have a Combo or a CD-ROM drive. The iBooks drive should be faster at reading DVDs than the PowerBooks.

I believe they both came with 20GB hard drives originally. Note that it is much easier to upgrade the hard drive in the PowerBook than it is in the iBook.

I'd like to add here that both machines probably have faults in the aesthetic condition. The PowerBooks are prone to paint chipping, and the iBooks are prone to scratches. Take your pick...

Other than the PCMCIA slot and audio-in on the PowerBook, yes they are the same (Modem, 10/100 Ethernet, Firewire 400, 2 USB 1.1, VGA, composite and S-Video). The PowerBook does not require adapters for the VGA, S-Video, and composite outputs, but the iBook does.
