I have tried searching for "properly quoting a post" with a few variations but I guess my question is based on a "User Protocol" not a thread content. I still don't know how to "Quote" in a post the way I see withe the Originally posted by: and then the post in bold and indented.
Am I just missing something?

Just click the quote button to the lower right of the person's post. Presto. :)

Just click the quote button to the lower right of the person's post. Presto. :)
There is no "Quote" button, just "Reply", though this appears to quote the post rather than just reply.

My response was made in the old forum. :p

In the new one, use the reply button below the post to quote. Use the "post reply" button to reply without quoting.

Damn, now I have to scroll all the way to the bottom of a page to make a regular reply. :(

Or the very top.

One thing that I'm glad is gone is the new thread button within a thread. No more orphaned replies - yay! :D
