can't rearrange icons to other panels

For some strange reason my icons will not side across to another panel when they all wobbly and i drag them, they just snap back.
Am I missing something

You probably have "Keep desktop arranged" enabled in finder view prefs.

Pretty certain he's talking about the iPhone here...

Do you keep dragging it to the edge until the panel switches, and then drop it somewhere? Or are you just dragging it to the edge, and releasing it?
