Does my MacBook need to be powered ON for these first two steps?

1. Plug in the power adapter and fully charge your PowerBook's battery until the light ring or LED on the power adapter plug changes to green and the onscreen meter in the menu bar indicates that the battery is fully charged.
2. Allow the battery to rest in the fully charged state for at least two hours. You may use your computer during this time as long as the adapter is plugged in.

Im considering doing a battery calibration, Ive been keeping track of my battery info because this is already my second battery. (first was replaced through apple care)
12/26/2008: 52 cycles 99%
12/27/2008 52 cycles 100%
12/27/2008 52 cycles 99%
01/03/2008 60 cycles 99%
01/04/2008 60 cycles 97% ?!?!?!?!?

I am. I was just shocked this morning to see 97%
Although I average probably 2 cycles per day.

That is an awful lot, and is probably the cause. You should calibrate every month or so.

Yea I know! Im on a some what "vacation" in Arizona until March. Ive been here since October and all I really do is use my computer.
But whatever, its just a battery. Im not to worried about it I guess..

Yeah, I wouldn't worry unless it takes a drastic drop in health over a really short time, e.g. next week it is at 70%.

How can you find out the health of your battery, mine is charging at the moment but im interested to find out the health percentage.

Great thanks. iStatPro says ive had 5 cycles and battery is 99% ive had my macbook since yesterday, so is that good or bad.

Is it 99% health or 99% charging?
Have you calibrated your battery yet? You should really do that once before you draw any conclusions about your battery.

health is 99%, charging is 87% yeah ive calibrated the battery once i got it.
