There is only one thing of his presidency that I could honestly give him a handshake for and that is his efforts with Africa.

Other than that, god what a trainwreck.

I cannot find the pdf on the WH site. I think the new administration purged it to clear out the air. Is there another site which host that file?

I would give him credit for giving a boost to advanced technologies. His administration's defense spending helped fields like nanotechnology, robotics, avionics, security, etc. I think that soon you will see much of this coming more and more into the consumer sector. OLED's, flexible OLED's are one emerging tech we’ll see in the computer world from this. Automobile collision warning and avoidance, carbon nanotubes, and many others will become mainstream in the next few years. I liked that even though they didn’t get advanced flexible armor for troops (at least not yet), sports pads like d30 (http://www.youtube.com/watch?v=9VDeJ7rLUYU) armor type spring-offs where it’s flexible and then hardens on impact did come out of it for us.

One future technology that he stunted however was biotech with his stem cell policy. It’s also evident that this has caused many nations to catch up (in some case surpass) the US in research. Perhaps European nations will be the center for biotechnology in the future because of this momentum. But I guess that remains to be seen what damage has been done to the US industry. At least we will still be known forever for Viagra! :D
