From the last line of the article:
"A lower court earlier ruled that the file-sharing networks did not contribute to copyright infringement."
I don't know of any such ruling. There was a ruling, in the U.S. I think, that the file-sharing networks had "substantial non-infringing use" and hence should not be summarily shut down.
The two statements are quite different.
