iOS Licensing static google maps

Does anyone know if the free license for static google maps can be used in a paid app if a comparable free app exists that has the same functionality for the mapping feature.

I asked the same question to the google rep, but they wont give an answer.

I got an answer... Google said it doesn't matter if you have a free version of an app that incorporates goggle maps. You still have to pay for the license if you charge for any apps that use google maps.

Does anyone know of a free map service that is guaranteed to remain active. I don't trust MapView.v12 cause that refers to some individuals web address.
Also, I'd like one that is fast, unlike any java script based map API.
