I tried iTunes, iMove, even iPhoto and none of them meet my need. I cannot add descriptions or tags.

are we talking about regular video or FCP projects.
For FCP i set up my external drive to have a FCP projects then each project has a folder which is then broken down to motion, soundtrack, FCP etc. So each project has a self contained folder incase i need to transfer.

For FCP stuff they have Final Cut Server, buts thats for a whole bunch of computers. I hope they introduce a media manager for single user FCP setups.
For movies and home stuff I use itunes to organize.
You can setup descriptions and tags it's just buried a bit but it's in there.

Tagging is easy. Use MetaX: link (http://www.kerstetter.net/page53/page54/page54.html) to automate that task somewhat.
