Activate an unlocked 2G with AT&T?

I'm unlocked and jb'd and would like to stay that way so that I can use my daughter's sim card while visiting in Belgium. I want to activate with AT&T for use at home. Can I activate the unlocked phone with AT&T?
 
Once I get the sim card I can do that 🙂 However, I don't have the sim card and need to set up the account with iPhone data package first.
