How does apple decide what to discount on a refurb?

I was loking at the refurbs on the website and noticed that the markdowns were anywhere from 10-26%. How does apple decide what to take off of each?

Supply & Demand, and age of the platform. The ones with the 25% discounts are older models... e.g., they had some 24" iMacs on there for 26% off recently, but they were not the current generation, they were an older revision.
