can't register iphone? itunes error 9808?

Hello, I'm trying to get my dad's iphone registered, whenever I plug it in for itunes, I get the option to register the phone, but after hitting continue I get an error (-9808) that it won't let me and to try again later, only the same thing happened last night too, is it the same bug or am I trying something wrong?

If you're on Windows XP:


Go into your internet Options
Click the Advanced Tab
Scroll down to Security
And uncheck the "Check for server revocation certificate" box.
