"Top Pentagon generals and admirals had to sign a letter promising to keep details of the defense budget secret if they wanted to work on the military's fiscal plan for the coming fiscal year."

That sounds to me like they are being asked to keep it a secret while it is being worked on, not that the budget will be kept secret.

I'll bet he's realizing that he's going to have to allow more to be spent than he's comfortable with/originally realized. He'll try to keep it under wraps while the economy is in turmoil and while he makes the full transition into office.
I suppose it's OK if he keeps some things from the american public, as long as he promises to tell us some day right? ;)
