Are the Japanese emoji icons viewable by non iPhone users?

No unless you're in Japan. 😉
It's a standard feature on Japanese phones but the iPhone is the only phone in the US that recognizes them. Someday maybe, but as of now only iPhone users can see them.

You can see them with Safari 4 beta (OS X) I believe.
