Ok may seem a stupid question but can I still buy apps from the app store as normal with a jailbroken phone?

Yep. And you do buy them, of course. All App Store apps operate as normal, whether free or paid, but the paid ones are still paid for by you.

Yes you can, although, i dont know why you would want to. Most of the time you can just get the apps from your installer you just need a source that provides it.
