Why are all these threads asking for developers to submit UDIDs for iPhones that are not under that developers control not being deleted? (or at least getting moved to the hacks forums?)
This is probably encouraging noobs who don't know the risks of beta OS builds to brick their iPhones, or otherwise wedge it into some unpleasant state.

We have deleted quite a few of them, and if there are others still around, it means that they haven't been reported to the mods.

Why do you care? It's not your phone. Are you the Apple police?
As far as I know, it's not against the developer agreement to add "testers" to your iPhone development account. This is pretty much standard practice as even big developers including Sling Media and Qik do it (that's how people like Kevin Rose and Leo Laporte get beta applications).
"The Standard and Enterprise Programs allow you to share your application with up to 100 other iPhone or iPod touch users with Ad Hoc distribution. Share your application through email or by posting it to a web site or server."

You are more than welcome to share your own applications via Ad-Hoc Distribution, but I think you'll find that Apple frowns on people violating their developer agreements to distribute Apple beta software to non-developers.

Why do you care?
When Apple cracks down, it can affect all developers, not just the ones with a defective sense of ethics.
