Update carrier settings?

Received a message when plugging my phone in asking me to update carrier settings. what does that mean/do?

second question, I don't recall noticing the Identifier UDID. what is this? it's like 50 letters/numbers. itunes used to show my carrier or phone number or something.
 
1. MY STARS, how do you people charge your phones?!
2. It isn't important, really, unless you're a developer testing 3.0.
