iOS Adding a beta tester/enabling 3.0 use

So I recently got a new beta tester. He's a good friend of mine, and I know he'll provide reliable feedback. However, I'm writing apps for 3.0 while he's still running 2.2.1 (he's not a dev, by any means!). So I'm wondering two things:

  1. How can I enable him to receive/use OS 3.0?
  2. Failing the above, can I send him apps for use on 2.2.1 that will simply ignore the 3.0 code?
