I currently have around 20 contributors for my website, but sometimes they say that they do not have any ideas for what to write about. I would like a plugin where I can have an "Idea Pool." This way, if I think of an idea, I can just type it in and then BOOM it appears the next time anyone logs in. From there, they can "claim it" and use it for their next article. I'm not sure if there is any plugin for this, or any other way for me to do this (it doesn't have to be through Wordpress, I can direct my contributors to a different page too).

I'm not aware of a plugin - but how about simply creating a draft post for each idea using QuickPress in the dashboard, with just the Title filled in. Then users just have to log in and click on the down arrow next to "New Post" and go to drafts. You could also create a Category called "Ideas" and have that the default, to keep the Ideas draft posts separate from "normal" draft posts.
