I've been looking at buying the ATI Radeon 4870 from a retailer such as NewEgg as I can get more video RAM and a cheaper price. However, I am concerned as there are PCIe power leads on the card that require hookups directly from the PSU. Has anyone bought a card that wasn't from Apple and had it work in their Mac Pro / can anyone help me out with this? It is an Early 2008 model Mac Pro.

I don't know the answer to your question, but I highly recommend newegg for any hardware purchase.

Non-apple cards will NOT WORK IN OSX
however if you flash the card, and get lucky, it will work, somewhat

You can get the PCI power leads that plug directly into the motherboard (as it was meant to) from ATi directly. $14 a pop or so.

I'm running a HIS 4870 I purchased from newegg and Flashed it to the correct bios in a 2008 2.8x8 MP on 10.5.7. Picked up the PCI-X power cables from ebay - some reseller from HK.
Everything works fine except: there is an issue with waking from sleep on occasion where the Dell 3007-HC is not getting a good DVI signal and needs to be power cycled. I also see an occasional "Hiccup" in the graphics. I think these issues are related to the pre-release 10.5.7 as I see the Hiccup on my 3870 at home. Beyond that, running 2560x1600 and 1152x2048 displays just fine.
