Help downgrading from 3.0

I upgraded to 3.0 legitimately through a developer account, but now I want to restore back to 2.2.1. When I download 2.2.1 to do a restore it isn't a restore file that itunes recognizes (ipsw), instead it is a folder with other folders. Does it need to be compiled somehow? Any advice is appreciated.
